Manila: Cabinet Secretary Benjamin Abalos Jr. on Wednesday encouraged local legislators to draw lessons from Iloilo City's best practices in crafting ordinances that promote development and improve public services. He emphasized that effective local governance begins with well-crafted ordinances.

According to Philippines News Agency, Abalos highlighted that all impactful projects are initiated through ordinances from local government units. He addressed the councilors at the three-day national convention of the Philippine Councilors League (PCL), stating, "The mayor cannot move without an ordinance, and that comes from you."

Abalos pointed out Iloilo City's transformation since the 1990s, noting its accolades as one of the country's cleanest cities, its scenic river esplanade, and its designation as a UNESCO Creative City of Gastronomy. He remarked that the convention offers an opportunity for councilors to exchange ideas and replicate successful local governance initiatives.

PCL national president and Mandaluyong City Councilor Benjamin Abalos III explained that Iloilo City was chosen as the venue to allow delegates to experience its culture and development firsthand. "Everyone's excited to go to Iloilo," he stated, emphasizing the value of learning through the convention's plenary sessions and the chance to build networks and share legislative experiences with fellow councilors.

The convention also serves as the league's second quarterly Continuing Legislative Education Program. On Wednesday, the PCL signed agreements with the Integrated Bar of the Philippines and eLegis to advance efforts in digitalizing its legislative system.

Pigcawayan, North Cotabato Senior Councilor Jeremiah Peter dela Calzada praised Iloilo City's public market as a best practice worth replicating. "Your wet market is very ideal, and at the same time, it has become a tourist destination," he noted.
