DepEd Executive Refutes DPWH Kickback Allegations, Takes Leave for Investigation

Manila: Education Undersecretary Trygve Olaivar on Thursday denied involvement in the alleged kickback scheme linked to projects under the Department of Public Works and Highways (DPWH), stating he is open to a full investigation.

According to Philippines News Agency, his statement followed an affidavit presented during the Senate Blue Ribbon Committee hearing by former DPWH Undersecretary for Operations Roberto Bernardo, who named Olaivar among the high-ranking officials allegedly receiving kickbacks. Olaivar firmly denied these allegations and expressed his willingness to undergo any investigation related to the matter.

Olaivar announced his decision to voluntarily take a leave of absence to facilitate a fair inquiry. He emphasized his readiness to fully cooperate with all proceedings, underscoring his commitment to transparency and accountability in addressing the accusations.

Bernardo's claims included a specific incident in 2024 where Olaivar allegedly requested a list of projects amounting to PHP2.85 billion, with an alleged 15 percent earmarked as kickbacks from unprogrammed appropriations. Bernardo recounted that he first met Olaivar in 2010 while working under former senator Ramon Revilla Jr., before later transitioning to the offices of former senators Edgardo Angara and Sonny Angara.
