Manila: The Department of Trade and Industry (DTI) will impose the safeguard duty amounting to PHP14 per 40-kg bag of cement, based on the recommendation of the Tariff Commission, for the next three years.
According to Philippines News Agency, DTI Secretary Cristina Roque stated that the safeguard duty on Ordinary Portland Cement Type 1 and Blended Cement aims to 'level the playing field between domestic manufacturers and importers'. She emphasized that this duty is not expected to be passed on to consumers, as it applies solely to imported cement, accounting for about 3 percent to 4 percent of prevailing retail prices.
The DTI statement assured that the imposition of the safeguard duty will undergo dynamic monitoring and review to ensure price stability and sufficient supply to meet demand. It also clarified that any excess cash bond paid by importers, or the difference between provisional and final duty assessed, will be refunded upon issuance of the corresponding Department Order.
Secretary Roque highlighted the urgency of cement needs due to recent earthquakes affecting several areas in the country, stressing the importance of cement in the rehabilitation and reconstruction of impacted communities. The department plans to closely monitor the safeguard measure's implementation and impact on cement prices to prevent unwarranted price adjustments, ensuring the duties remain necessary to address the domestic industry's serious injury.
Roque further noted that the DTI will regularly review the safeguard duty to adjust its scope and intensity in line with market conditions. The department is committed to regulating the effects of safeguard tariffs to maintain a balanced environment for both local manufacturers and cement importers, especially during calamities or supply disruptions.
