Enhanced Loan Programs by Department of Agriculture to Support Farmers and Youth in Agriculture.

MANILA: The Department of Agriculture (DA) is taking significant steps to enhance its loan programs, aimed at assisting farmers and fishers in boosting production, recovering from calamities, and encouraging youth participation in agriculture. According to Philippines News Agency, Executive Director of the DA Agricultural Credit Policy Council, Ma. Cristina Lopez, highlighted in a recent interview over Radyo Pilipinas that various loan programs are accessible at low or zero interest rates. These programs are particularly beneficial for those affected by disasters, such as the Agri-Negosyo Loan and the Survival and Calamity Loan Program. Additionally, refinancing options, including moratoriums, are available for those with existing loans. The Agri-Negosyo Loan provides up to PHP300,000 with a subsidized interest rate of 2 percent per annum. This loan is available to farmers actively engaged in farming, even if they do not own the land, provided they can show proof such as a lease agreement or certification from an association or barangay. Each household is entitled to only one loan, but exemptions exist for family members cultivating separate farms. The Survival and Calamity Loan Program offers up to PHP25,000 with no interest for those in areas declared under a state of calamity. This initiative is designed to help farmers and fishers recover and replant quickly. Borrowers affected by disasters who have existing loans may avail themselves of a moratorium on loan repayment, allowing up to a one-year postponement on principal payments. Refinancing options are also available. Since 2017, the DA has released PHP28 billion under these programs. For specific events like La Niña and tropical cyclones, such as Kristine, funds have been allocated and are in the pipeline to support affected farmers. The funds are distributed through cooperatives and rural banks to reach those in need efficiently. Furthermore, the DA is actively encouraging young individuals to engage in agriculture by offering loans of up to PHP500,0 00, depending on their projects. This initiative aims to provide accessible agricultural financing to young farmers who may face challenges in securing loans from traditional banks. Interested individuals can apply through municipal agriculturists, who will facilitate their applications to relevant financial institutions. The DA ensures proper use of the loan funds by monitoring beneficiaries through municipal agriculturists who regularly visit them. The overarching goal is to promote sustainable agricultural practices and financial independence among farmers and young individuals entering the agricultural sector.
