Manila: Fuel surcharge remains at Level 4 for the fifth consecutive month in December. Currently, under Level 4, the fuel surcharge for domestic flights ranges from PHP117 to PHP342, and from PHP385.70 to PHP2,867.82 for international flights, depending on the distance. Fuel surcharge is the extra fee that airlines may collect in addition to the base fare to cover the costs incurred from the volatility of fuel.
According to Philippines News Agency, in an advisory dated Nov. 17, 2025, Civil Aeronautics Board (CAB) Executive Director Carmelo Arcilla stated that airlines wishing to collect a fuel surcharge must file their application to his office on or before the date of effectivity. The conversion rate is currently USD1 to PHP58.47.
This year, the CAB first raised the fuel surcharge to Level 5 in March. It subsequently decreased from Level 4 in April to Level 3 in June, when passengers could only be charged with PHP83 to PHP300 for domestic flights and PHP273.36 to PHP2,032.54 for international routes.
