Manila: Total government revenues rose 1.13 percent to PHP3.81 trillion as of end-October 2025, data released by the Bureau of the Treasury (BTr) on Wednesday showed.
According to Philippines News Agency, BTr attributed the rise in revenues to a 7.45 percent annual increase in tax collections, bringing the year-to-date level to 84.25 percent of the full-year program amounting to PHP4.52 trillion. Of the total revenues, taxes collected by the Bureau of Internal Revenue (BIR), which account for approximately 70 percent of total revenue collection, reached PHP2.65 trillion, marking a 9.55 percent increase from the PHP2.42 trillion recorded in the same period last year.
Revenues by the Bureau of Customs (BOC) during the same period rose 0.91 percent to PHP784.6 billion, compared to PHP777.6 billion from the previous year. Meanwhile, Other Offices contributed PHP31.2 billion worth of taxes, up 7.48 percent on an annual basis.
For non-tax revenues, the BTr reported a contribution of PHP209.6 billion, which was lower than the previous year's PHP224.7 billion. Other Offices shared in PHP131.7 billion, marking a decline of 58.12 percent.
Despite the growth in revenues over the first 10 months of the year, expenditures saw a 3.9 percent increase to PHP4.19 trillion, which constitutes about 80.80 percent of the full-year program. This led to a 14.75 percent increase in the budget deficit, which reached PHP1.11 trillion as of end-October 2025, up from the previous year's PHP963.9 billion. The full-year target for the budget deficit is PHP1.56 trillion.
For October 2025 alone, revenues amounted to PHP441.7 billion, which was lower than the PHP473.1 billion recorded in October 2024. Expenditures for the month decreased by 7.76 percent to PHP430.6 billion from the previous year's PHP466.8 billion. Consequently, the budget gap widened by 75.93 percent to PHP11.2 billion, compared to PHP6.3 billion in October 2024.
