Ilocos Norte: Ilocos Norte province is poised to bolster its agricultural sector with the construction of small water impounding dams, farm reservoirs, and solar-powered irrigation systems, all aimed at mitigating the impacts of climate change on farmers. A significant PHP305-million People's Survival Fund (PSF) from the Climate Change Commission will be allocated for this initiative, officially titled the Ilocos Norte Climate Resilient Intervention Towards Sustainable Agriculture and Natural Resource Management.
According to Philippine News Agency, this marks the first time Ilocos Norte has secured a grant from the PSF, which is dedicated to enhancing community resilience against environmental challenges such as floods. The project is set to commence this year in collaboration with state-run Mariano Marcos State University (MMSU), various local government units, the Department of Environment and Natural Resources, and farmers' groups. As explained by Hashler Garalde, the provincial government's focal person for social and environmental safeguards, the project will unfold over five years and encompass four main components.
The initial component involves the establishment of a Small Water Impounding Project (SWIP), along with 30 small farm reservoirs and six solar-powered irrigation projects. The second component focuses on enhancing the soil laboratory at MMSU to develop a soil information system. This system aims to boost the productivity, sustainability, and resilience of key cropping systems through effective soil health management, thereby supporting farmers and stakeholders in sustainable agricultural production.
Component three of the project will see the establishment of an organic fertilizer production facility, an agro-forestry initiative, and a tree nursery project. The fourth component includes site development, construction, and the procurement of materials and equipment for the Climate Field School. It will also involve the deployment of 50 automated weather stations and field sensors, alongside the creation of wave applications and a weather database.
The People's Survival Fund was established under Republic Act 10174 in 2012, with an initial capitalization of PHP1 billion aimed at financing adaptation programs and projects for local government units and accredited local and community organizations.
