Manila: Senator-elect Panfilo Lacson has expressed support for President Ferdinand R. Marcos Jr.'s reported intention to observe the bicameral deliberations on the proposed 2026 national budget. Lacson believes that the President's presence as an observer will emphasize the importance of the legislative process and discourage any potential trivialization of Congress' role in budget discussions.
According to Philippines News Agency, Lacson stated that as long as President Marcos refrains from active participation and maintains his role as an observer, his presence will not infringe upon the legislative branch's traditions. Lacson, who has a reputation for fiscal oversight, has previously criticized the lack of transparency in the bicameral conference committee, which he has referred to as the "third and most powerful chamber."
Lacson emphasized that the national budget should reflect the administration's development goals rather than individual interests. Additionally, he advocated for public and media access to bicameral sessions to enhance transparency. Lacson argued that allowing the public and media to observe the proceedings would shed light on the discussions, which are often conducted behind closed doors.
In the 18th Congress, Lacson introduced Senate Bill 24 to promote public involvement in the national budget process, highlighting his ongoing commitment to transparency and accountability in government financial matters.
