Pantabangan: The National Irrigation Administration (NIA) has authorized First Gen (FGen) to develop the 120-megawatt Aya Pumped-Storage Project (Aya PSP) in Pantabangan, Nueva Ecija as part of the government's energy security efforts.
According to Philippines News Agency, FGen announced that a memorandum of agreement (MOA) was signed by FGen and NIA executives on June 30, 2026. This agreement permits FGen to develop, construct, operate, and maintain the Aya PSP for an initial term of 25 years, with the option to renew for an additional 25 years.
The Aya PSP is designed as a pumped-storage hydroelectric power plant, which cycles water between upper and lower reservoirs to store and generate electricity without water abstraction or loss. The project will utilize the Aya and Masiway Reservoirs to cycle and store water for energy generation.
FGen aims to maximize the use of its existing hydro power facilities in the area, including the 132-MW Pantabangan-Masiway plant and the 165-MW Casecnan plant. The Aya PSP is targeted for commercial operation by 2030.
NIA Administrator Eduardo Guillen emphasized the shared commitment to sustainable development and energy security through the Aya PSP. First Gen Senior Vice-President Dennis Michael Gonzales highlighted the importance of facilities with storage and flexible operations to stabilize the electricity grid and support peak demand. He also noted that Project Aya will provide more resources for NIA to manage water resources effectively.
