Palapag: The local government unit of Palapag, Northern Samar has strongly condemned extortion and use of banned explosives by the New People's Army (NPA) as confirmed in recent clashes between government forces and rebels.

According to Philippines News Agency, the Municipal Task Force to End Local Communist Armed Conflict (MTF-ELCAC) stated this on Monday after the Philippine Army's 78th Infantry Battalion encountered NPA remnants in hideouts rigged with banned anti-personnel mines.

The military found this during clashes on Nov. 29, 2025, in the mountainous area of Nipa village in Palapag town, where a rebel was killed, and five high-powered firearms and various war materiel were seized.

'The MTF-ELCAC strongly condemns all acts of violence, extortion and intimidation that threaten communities and hinder our shared goal of lasting peace. We remain steadfast in our commitment to safeguard the welfare of every people in Palapag and uphold a peaceful and resilient municipality,' the local government stated.

Government troops launched the operation following persistent civilian reports that armed rebels were extorting farmers in the area.

Villagers also reported that a group of armed men has been deliberately harassing communities still recovering from the aftermath of the recent typhoon.

Several NPA members managed to flee, which prompted the troops to mount an aggressive pursuit operation, according to the Philippine Army.

'The MTF-ELCAC appeals to the remaining members of the NPA to return to the folds of the law. Those who surrender will be given appropriate medical care and access to government reintegration and livelihood programs designed to support a successful and productive return to society,' the local government added.

Residents, especially in barangays near the engagement area, are urged to remain calm, vigilant, and cooperative as security measures continue.
