Signal No. 4 Issued as Typhoon Marce Threatens Cagayan and Babuyan Islands.

CAGAYAN: Typhoon Marce (international name Yinxing) continues to pose a severe threat to northern mainland Cagayan and the Babuyan Islands, as strong winds and heavy rains persist across Northern Luzon, the weather bureau announced on Thursday. In its latest bulletin, the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) reported that Marce is generating maximum sustained winds of 155 kph near the center, with gustiness reaching up to 190 kph. The typhoon was positioned 200 km east of Aparri, Cagayan as of 4 a.m. According to Philippines News Agency, areas under Tropical Cyclone Wind Signal (TCWS) No. 4, including the northern portion of mainland Cagayan, Babuyan Islands, and northeastern Apayao, are expected to experience typhoon-force winds. The southern portion of Batanes, the rest of Cagayan, Apayao, Ilocos Norte, and the northern part of Abra are under TCWS No. 3, where storm-force winds are anticipated. Gale-force winds are forecast for regions under TCWS No. 2, whic h include Batanes, parts of Isabela, Abra, Kalinga, Mountain Province, Ifugao, and Ilocos Sur. Meanwhile, TCWS No. 1 covers the rest of La Union, Pangasinan, and other areas, where strong winds will prevail. The typhoon's periphery, coupled with a northeasterly wind flow, is expected to bring strong to gale-force gusts across Zambales, Bataan, and Polillo Islands. Intense to torrential rains are predicted for Cagayan, Apayao, and Ilocos Norte, while heavy to intense rains are expected in Batanes, Ilocos Sur, and Abra. Moderate to heavy rains will affect Kalinga, La Union, Isabela, and Mountain Province. Flooding and rain-induced landslides are potential risks, particularly in areas prone to these hazards. PAGASA has warned of a high risk of life-threatening storm surges, with peak surge heights exceeding 3 meters above normal tide levels anticipated over the next 48 hours in low-lying or exposed coastal regions of Batanes, Cagayan, Babuyan Islands, Isabela, Ilocos Norte, Ilocos Sur, and La Union. A gale war ning is in effect for the seaboards of Northern and Central Luzon, rendering sea travel dangerous for all vessels. The typhoon is expected to make landfall and move across the Babuyan Islands and/or the northern parts of mainland Cagayan, Ilocos Norte, and Apayao, or pass very close to these areas from Thursday afternoon through Friday.
