Lanao del sur: Office of the Presidential Adviser on Peace, Reconciliation and Unity (OPAPRU) Secretary Mel Senen Sarmiento has urged local chief executives to take a more proactive role in community-driven peacekeeping in the wake of the deadly attack in Lanao del Sur where a police officer and four others were wounded on May 4.
According to Philippines News Agency, Sarmiento, in a statement on Tuesday night, expressed his sorrow over the attack against police officers who were merely upholding the rule of law. 'The loss of Corporal Kelvin D. Francisco is a painful reminder of the dangers faced daily by our police force. We extend our deepest condolences to his family and colleagues. We also pray for the swift recovery of the wounded officers,' he said.
Sarmiento emphasized the importance of local government units (LGUs) in preventing such incidents and maintaining peace and order at the community level. By strengthening local conflict prevention mechanisms, improving coordination with law enforcement, and promoting community vigilance, LGUs can help deter violence and protect their constituents from lawless elements.
Local chief executives are considered the frontliners in community-driven peacekeeping and peacebuilding efforts, serving as the chairpersons of their respective Peace and Order councils at the provincial, city, and municipal levels, under the Local Government Code of 1991 (Republic Act 7160) and related issuances, such as Executive Order 773 on further reorganizing the peace and order council issued in January 2009.
Sarmiento called on local leaders to intensify collaboration with security forces, community stakeholders, and peacebuilding groups to address the root causes of violence, including the presence of loose firearms, private armed groups, and long-standing local conflicts. 'Peace and security are shared responsibilities. As such, these require a multi-pronged, multi-stakeholder approach. National government efforts must always be complemented by strong, proactive leadership at the local level,' he added.
He also highlighted that Article XIII of the Constitution encourages active citizen participation in governance, 'because when people are involved, growth becomes more inclusive and meaningful. This is what 'Ang Bagong Pilipinas' is all about.' Sarmiento reaffirmed OPAPRU's commitment to advancing peace, strengthening institutions, and supporting initiatives that promote security and stability in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) and throughout Mindanao.
'As we continue to move forward in our peace journey, we will not allow acts of lawlessness to undermine the progress we have collectively achieved over the years. We remain steadfast in building a future that is anchored on justice, security, and lasting peace for all,' he concluded.
