MANILA: The Department of Budget and Management (DBM) has approved the release of PHP875 million to replenish the Quick Response Fund (QRF) of the Department of Social Welfare and Development (DSWD). This move aligns with President Ferdinand R. Marcos Jr.'s directive for government agencies to ensure sufficient disaster response and recovery funds. According to Philippines News Agency, the fund will be sourced from the National Disaster Risk Reduction and Management (NDRRM) Fund under the 2024 budget. Budget Secretary Amenah Pangandaman emphasized the importance of the DSWD's role in addressing the needs of the population, especially in the wake of frequent calamities. She noted that the DBM promptly addressed the request to replenish the QRF in compliance with President Marcos's directive to maintain readiness for any disasters. The NDRRM Fund serves as an additional funding source for the QRF of relevant implementing agencies when its balance falls below 50 percent, pending DBM approval. As of October, th e DSWD's available QRF balance was below this threshold, at PHP557.77 million or 31.87 percent of its current appropriations, as reported by the DBM. The replenished funds are intended for procuring family food packs and non-food items to stockpile relief resources in DSWD warehouses and to implement cash-for-work programs for families affected by Typhoon Julian (international name Krathon) in Region 1. Secretary Pangandaman highlighted the significance of the funds in enabling the DSWD to continuously support families impacted by the typhoon.
