LTFRB Issues Compliance Warning to Bus Operators Over Terminal Requirements.

Manila: The Land Transportation Franchising and Regulatory Board (LTFRB) on Thursday issued a stern warning to public utility bus (PUB) and terminal operators, urging them to comply with various terminal requirements, including providing free sanitary facilities and adhering to safety standards, or risk facing penalties. According to Philippines News Agency, LTFRB Chair Teofilo Guadiz III emphasized the mandatory requirements, which include the installation of a global navigation satellite system (GNSS), closed-circuit television (CCTV) with continuous 72-hour recording capabilities, and the maintenance of valid fire extinguishers. Additionally, PUBs and terminals must ensure free access to sanitary facilities at all terminals, stations, and stop-overs, along with submitting an Office of Transportation Security (OTS)-approved security plan. The LTFRB has strictly prohibited the collection of fees for accessing sanitary facilities, mandating that these facilities feature priority/express lanes and diaper-cha nging tables to accommodate passengers. Guadiz stated, "The terminal requirements must be strictly followed in order to provide our passengers a reliable, safe, accessible, environment-friendly, dependable, efficient, and comfortable public transportation throughout the country." These stipulations are part of various orders and policies issued by the Department of Transportation. The LTFRB memorandum dated Nov. 8 outlines that any non-compliance by PUB and terminal operators with these requirements will result in penalties as specified in the relevant circulars or under Joint Administrative Order No. 2014-01, or as determined by the Board.
