Manila: The operations of law enforcement authorities in the Philippines are not targeted against any nationality, said the Department of Foreign Affairs (DFA) on Thursday as it takes note on concerns by the Chinese Embassy in Manila over what it called 'frequent arrests' of Chinese citizens in the country.
According to Philippines News Agency, the DFA emphasized that Philippine law enforcement agencies act pursuant to their respective mandates and in accordance with Philippine laws and regulations. It assured that the Philippines respects the rights of all foreign nationals under its laws, with law enforcement actions based on specific acts and evidence, and not directed against any nationality.
The Chinese Embassy had previously raised concerns about discrimination following the arrest of 69 Chinese undocumented nationals during a raid at a steel plant in Misamis Oriental on May 15. The Philippine Sanjia-Steel Corporation in Tagoloan, Misamis Oriental, was accused of alleged violations involving hazardous materials and immigration laws.
Following the raid, the Bureau of Immigration reported that 27 foreign nationals, mostly Chinese, were also arrested in separate operations in Davao de Oro, Pasay City, and Pampanga from April 22 to May 8. The arrests targeted foreign nationals allegedly involved in illegal mining, unauthorized retail trade, and other immigration violations.
In its statement, the Chinese Embassy expressed its intent to "reserve the right to take further measures" and urged the Philippine side to resolve relevant cases in accordance with the law promptly. It called on the Philippines to refrain from abusing law enforcement powers, political manipulation, and undermining the safety and rights of Chinese nationals to prevent disruption of bilateral exchanges and economic relations.
The DFA indicated that it has been coordinating with relevant agencies to ensure appropriate consular notification under the Philippines-China Consular Agreement. It stated that the Department will continue to work with Philippine agencies and the Chinese Embassy, while respecting ongoing investigations and legal processes.
