Marikina Rep. Teodoro Sues Two Police Officers Over Sexual Abuse Allegations

Manila: Marikina City 1st District Rep. Marcelino Teodoro has filed a perjury complaint against two female members of the Philippine National Police (PNP) who accused him of acts of lasciviousness and sexual assault. Teodoro argues that the allegations brought against him should be dismissed as baseless and motivated by political interests.

According to Philippines News Agency, Teodoro expressed confidence in obtaining justice and emphasized that those making false accusations must be held accountable. During the filing at the Manila Prosecutor's Office, he stated that the justice system should not be misused for malicious purposes to damage the reputation of innocent individuals. He called for an end to what he described as "dirty politics," underscoring that personal ambition should not overshadow truth and decency.

Teodoro's legal counsel, Alma Mallonga, labeled the complaints as "clearly fabricated" and noted that the accusers admitted no force or intimidation had been used against them. Mallonga pointed out that the complainants were not harmed or threatened and that Teodoro did not carry any weapons. She highlighted that the complainants, as police officers, had service guns with them, making the allegations of rape implausible. Mallonga called for the dismissal of the complaints, emphasizing the harm false claims of rape can cause, particularly to genuine victims of the crime.

Witnesses have reportedly testified that Teodoro was never alone with the complainants, negating any opportunity for the alleged crimes to have occurred, according to Mallonga.

The legal context of the case is framed by Republic Act 11594, which stipulates that perjury is punishable by imprisonment ranging from six years and one day to 12 years, depending on the circumstances. Public officers or employees found guilty may also face a maximum penalty, including a fine of up to PHP1 million and perpetual disqualification from holding public office.

Mallonga further stated that the accusers did not report the alleged assault and continued to work, interacting normally with colleagues even on the days they claimed the incidents occurred.

In response to the situation, the Marikina City Police Office confirmed that the two complainants have been reassigned to the PNP national headquarters at Camp Crame in Quezon City for their safety.
