PH, Canada to Strengthen Cyber Defense Partnership

Manila: The Philippines and Canada have pledged to enhance their communications and cyber defense capabilities, as announced by the Department of National Defense (DND) on Wednesday. This initiative follows a meeting between DND Undersecretary for Information Systems and Cybersecurity Fabian Pedregosa and Canadian Joint Operations Command (CJOC) Commander, Lt. Gen. Steven J.M.S. Boivin at Camp Aguinaldo, Quezon City.

According to Philippines News Agency, the discussions focused on the expanding security cooperation between the Philippines and Canada, particularly in C4ISR (command, control, communications, intelligence, surveillance, and reconnaissance) and cyber defense. These efforts are based on key bilateral frameworks such as the 2024 Memorandum of Understanding on Defense Cooperation and the recently ratified Philippines-Canada Status of Visiting Forces Agreement (SOVFA).

The Canadian delegation provided insights into the operations of the CJOC, while Undersecretary Pedregosa highlighted the DND's priorities within its cybersecurity framework. Both nations prioritized cyber defense and cybersecurity collaboration, acknowledging the need for improved information sharing, training, and coordination to counter evolving cyber threats.

Progress under the Philippines-Canada SOVFA was recognized, with discussions on further collaboration in cyber governance, capacity building, and developing resilient digital infrastructure. The meeting also explored strengthening cooperation in emerging technologies and defense capabilities, including satellite communications, electronic warfare, and command and control systems.

The two countries noted Canada's growing involvement in joint and multilateral military exercises, including its shift from observer to participant status in Exercise "Balikatan" and ongoing participation in regional activities. Both parties reiterated their commitment to advancing cybersecurity cooperation through coordinated exercises and capacity-building initiatives, contributing to a secure digital environment and promoting a free and open Indo-Pacific.

The engagement was part of Lt. Gen. Boivin's visit to the Philippines from April 19 to 22, 2026, coinciding with his involvement in the Opening Ceremony and Distinguished Visitors Program of Exercise "Balikatan" 2026, marking Canada's first-time troop participation in the exercise.
